Wayne Maxey is a seasoned threat assessment professional who has evaluated, investigated and managed hundreds of cases of stalking, threats and incidences of workplace violence during his career in law enforcement, beginning as a police officer with the San Diego Police Department. He then joined the Chula Vista Police Department where his assignments included patrol and the investigations division and the violent crimes unit.
In 1994, Mr. Maxey joined the San Diego County district attorney’s office as an investigator, and in 1996, he was assigned as the first investigator to a vertical prosecution unit which addressed the crime of stalking and criminal threats. This was the first prosecutor’s office in the country to create such a unit.
While working in the district attorney’s office, Mr. Maxey co-founded the San Diego Stalking Strike Force, a multi-jurisdictional task force addressing the crime of stalking. Under his leadership, the Stalking Case Assessment Team (S.C.A.T.) was formed. This multi-disciplinary group was assigned to develop effective intervention strategies to problematic stalking and threat cases.
Mr. Maxey also led a management team that researched and implemented a performance-based interviewing and hiring process for investigators, and he was on the team that developed a recruiting program for prospective investigators. Before his retirement, he served as the commander of the Special Operations Division where he developed and implemented the policy and took a leadership role in managing the program to identify, assess and manage threats made to the district attorney and employees in the district attorney’s office; cases involving political corruption; public official misconduct; officer involved shootings; internal affairs; and background investigations. In this capacity, he also introduced state-of-the art leadership and management techniques into a public sector organization that had been successfully utilized in the private sector.
Mr. Maxey has been a member of the Association of Threat Assessment Professionals (ATAP) since 1996, and was a founding member of the San Diego ATAP chapter. He was elected the first president of the chapter, and has served in various leadership positions at the chapter and national board level. Mr. Maxey authored a chapter entitled: “Stalking the Stalker: Law Enforcement Investigation and Intervention” in the book Stalking Crimes and Victim Protection (CRC Press, 2001) and has authored numerous articles on stalking, threat assessment and workplace violence.
Mr. Maxey has instructed and lectured as an expert on the topics of stalking, workplace violence and violence risk assessments throughout the U.S. and at training venues for New Scotland Yard in the U.K. His dynamic but down-to-earth presentation approach focuses on ensuring a memorable and meaningful learning experience.
